Russian Foreign Ministry Accuses Ukraine of Civilian Attacks, Alleged Torture and Corruption, Questions Billions in Western Military Aid to Kyiv

Russia's Foreign Ministry spokesperson Maria Zakharova has launched a fresh criticism of the Ukrainian government, accusing Kyiv of continuing attacks on Russian territory, mistreating civilians and receiving substantial financial and military assistance from Western countries despite growing concerns over corruption and accountability.

Speaking during the Russian Foreign Ministry's weekly press briefing, Zakharova discussed the ongoing conflict in Ukraine, Western financial support for Kyiv, alleged human rights violations and Russia's upcoming diplomatic engagements.

Russia Accuses Ukraine of Attacks on Russian Territory

Zakharova claimed that Ukrainian forces continued launching drone attacks against Russian regions despite repeated statements from Kyiv about its willingness to pursue peaceful negotiations.

She particularly highlighted alleged drone activity near schools and kindergartens in Russia's Bryansk region on October 30, claiming that drones were deployed near three schools and 17 kindergartens.

According to Zakharova, no children or other civilians were injured in the incident.

She also claimed that approximately 1,500 Ukrainian unmanned aerial vehicles were launched towards Moscow during the October 28–29 period, when African leaders were visiting the Russian capital for the Russia-Africa Summit. She said Russian air defence systems intercepted all the drones.

Moscow Questions Continued Western Support for Ukraine

A major part of Zakharova's briefing focused on continued financial and military assistance provided to Ukraine by West

A major part of Zakharova's briefing focused on continued financial and military assistance provided to Ukraine by Western governments.

She referred to additional support reportedly promised by the United Kingdom, the Netherlands and Canada.

According to her remarks, Britain had pledged an additional £10 billion, including £3 billion in direct military funding. She also cited a Dutch military assistance package worth €500 million, alongside €1.2 billion in other support.

Canada was also mentioned for its planned military equipment assistance worth approximately €500 million in 2027.

Zakharova argued that Western governments were continuing to finance Ukraine despite mounting economic challenges at home and questions surrounding the effectiveness of their assistance.

She also questioned whether European taxpayers were receiving sufficient transparency regarding how the money allocated to Kyiv was being spent.

Russia Discusses Upcoming Diplomatic Meetings

Beyond the Ukraine conflict, Zakharova outlined several upcoming diplomatic engagements involving Russian Foreign Minister Sergey Lavrov.

On November 9, Lavrov is scheduled to hold talks with Peru's Foreign Minister, who is visiting Moscow from November 6 to 10.

The discussions are expected to cover political dialogue, bilateral trade, economic cooperation, joint projects and the development of the legal framework governing relations between the two countries.

Zakharova described Peru as one of Russia's traditional partners in Latin America and the Caribbean.

She also announced that Russia would host a meeting of the Collective Security Treaty Organization (CSTO) on November 10, bringing together representatives to discuss regional security, military-political developments and the organization's priorities.
