KAZAN, Russia — Russian President Vladimir Putin held talks with Timor-Leste Prime Minister Kay Rala Xanana Gusmão during the ASEAN-Russia commemorative summit in Kazan, marking an important step in the development of bilateral relations between the two countries.
President Putin welcomed Prime Minister Gusmão on his first visit to Russia and congratulated Timor-Leste on becoming a full member of ASEAN. Putin stated that Timor-Leste's ASEAN membership would strengthen the country's international standing and create new opportunities for regional cooperation.
The Russian President highlighted that Russia views Timor-Leste as a promising partner in the Asia-Pacific region. He noted that the two nations will celebrate 25 years of diplomatic relations next year, relations that were established when Timor-Leste officially gained independence.
Putin recalled Russia's contribution to international assistance programs for Timor-Leste through the World Food Programme and participation in United Nations missions that supported stability and development in the young nation. He also praised Prime Minister Gusmão's role in the country's independence movement and state-building process.

According to Putin, Russia is interested in expanding cooperation with Timor-Leste in several key sectors including energy, mining, tourism, education, science, and personnel training. He invited Timor-Leste to participate more actively in major Russian economic events such as the St. Petersburg International Economic Forum and the Eastern Economic Forum.
The Russian leader also offered educational opportunities for students from Timor-Leste at Russian universities as part of broader humanitarian cooperation between the two countries.
Prime Minister Xanana Gusmão expressed gratitude for Russia's hospitality and described the visit as a historic moment for Timor-Leste. He noted that this was the first time Timor-Leste participated in an ASEAN-Russia commemorative summit as a full ASEAN member.
During his remarks, Gusmão reflected on Timor-Leste's struggle for independence and highlighted the Soviet Union's support for the country's right to self-determination at the United Nations. He said Timor-Leste remembers Russia's historical support during difficult periods in the nation's history.
The Prime Minister shared personal experiences from the independence movement, explaining how he studied strategies and ideas from countries such as China, Vietnam, Cuba, and the Soviet Union while leading resistance efforts. He emphasized the importance of resilience, diplomacy, and national unity in achieving independence.
Gusmão also highlighted the transformation of relations between Timor-Leste and Indonesia. He pointed out that despite a difficult history, both nations have become close partners and friends, demonstrating the value of reconciliation and peaceful cooperation.
As ASEAN's newest member, Timor-Leste intends to contribute to regional stability, dialogue, cooperation, and respect for international law. Gusmão stressed that the meeting with Putin was important not only for bilateral relations but also for strengthening ASEAN-Russia cooperation.
The Prime Minister acknowledged the economic challenges facing Timor-Leste, including dependence on external support, limited employment opportunities, and shortages of skilled human resources. He welcomed the possibility of Russian investment and assistance to help develop the country's economy and institutions.
A significant announcement from the meeting was Timor-Leste's intention to open an embassy in Moscow. Gusmão stated that all ASEAN countries maintain embassies in Russia and that Timor-Leste plans to establish its diplomatic mission in the Russian capital in the future. He also expressed hope that Russia would consider opening an embassy in Dili.
The Prime Minister confirmed that both countries' foreign ministries have begun discussions on several proposed bilateral agreements aimed at strengthening cooperation. Timor-Leste supports expanding legal and diplomatic frameworks that could deepen relations with Russia across multiple sectors.
Gusmão also raised concerns about increasing pressures on the international order and highlighted the importance of addressing global challenges through dialogue, cooperation, and peaceful solutions.
