Russia Condemns Deadly Strikes on Civilians in Kirov and Zaporozhye, Calls for International Response

Russia's Foreign Ministry has strongly condemned the recent attacks on civilians in Kirov and the Zaporozhye region, accusing Ukraine of deliberately targeting non-combatants and calling on the international community to respond.

Foreign Ministry Spokeswoman Maria Zakharova issued an official statement on July 25, 2026, describing the alleged attacks as "inhuman crimes" and urging governments, international organizations, and independent media outlets to pay attention to what Moscow describes as terrorist attacks against civilians.

According to the Russian Foreign Ministry, a missile strike on July 24 targeted an enterprise in the city of Kirov, reportedly killing six people and injuring 26 others. Russian authorities stated that the casualty figures are based on preliminary information and that investigations into the incident are ongoing.

The ministry also alleged that during the night of July 25, drones struck a campsite in the village of Kirillovka in the Zaporozhye region, where tourists were reportedly sleeping. Russian officials claimed that 12 people, including four children, were killed, while another 19 individuals sustained injuries.

Russian authorities confirmed that search and rescue operations remain underway and that the Investigative Committee of the Russian Federation has opened a criminal investigation into the incident, which Moscow has classified as a terrorist attack.

In her statement, Zakharova extended condolences to the families of those killed and wished a speedy recovery to the injured. She further accused the Ukrainian leadership of targeting civilians in response to setbacks on the battlefield, asserting that those responsible, along with their international supporters, would ultimately be held accountable.

The Russian Foreign Ministry also appealed to foreign governments, international institutions, and media organizations not to ignore the reported incidents. According to Moscow, failing to address such attacks risks encouraging further violence against civilians.

Ukraine has consistently denied intentionally targeting civilians and maintains that its military operations are directed at legitimate military objectives.
