Russia has accused Ukraine of carrying out another drone attack against civilian energy infrastructure in the Black Sea, claiming that unmanned aerial vehicles targeted oil tankers operating near the marine terminal of the Caspian Pipeline Consortium (CPC) in Novorossiysk during the night of July 30, 2026.

In an official statement, Russian Foreign Ministry spokeswoman Maria Zakharova described the incident as a "terrorist act" carried out by what she referred to as the "Kiev regime." According to the Russian Foreign Ministry, the attack specifically targeted foreign-flagged oil tankers with international crews that were chartered by foreign suppliers transporting crude through the CPC export system.

The Caspian Pipeline Consortium confirmed that targeted strikes were carried out near its marine terminal. Russia stated that the vessels involved included shipments connected to Tengizchevroil, an energy company operating in Kazakhstan that is partly owned by the U.S.-based energy giant Chevron. Moscow argued that the incident demonstrates that attacks on the CPC are affecting not only Russia but also the commercial interests of Kazakhstan and the United States.

According to Russian officials, no casualties were reported during the attack. Authorities said the resulting fires were successfully extinguished, and there was no oil spill or environmental contamination. However, the CPC temporarily suspended oil loading operations following the incident as a precaution.

Zakharova expressed concern over what Russia described as continued Ukrainian attacks on civilian energy infrastructure in the Black Sea despite repeated international calls for restraint. She argued that these attacks are increasingly harming the economic interests of countries that support Ukraine, specifically mentioning Kazakhstan and the United States.

The Russian Foreign Ministry further claimed that President Volodymyr Zelensky is pursuing increasingly reckless policies that risk escalating the conflict beyond Ukraine's borders. The statement alleged that his government continues to authorize attacks on international energy infrastructure while simultaneously seeking military, political, and financial assistance from Western partners.

Zakharova also referenced previous statements by Russian Foreign Minister Sergey Lavrov, saying he has repeatedly warned the international community that the Ukrainian government poses deliberate threats to international fuel and energy infrastructure. Moscow maintains that attacks against facilities connected to global energy exports represent a danger to international trade and energy security.

The statement further questioned Ukraine's commitment to peace negotiations, arguing that while Ukrainian officials publicly discuss ceasefire proposals with foreign governments, they continue to authorize strikes against energy supply chains. Russia claimed this represents a contradiction between Kyiv's diplomatic messaging and its military actions.

Addressing the United States directly, Zakharova said Moscow expects Washington to use its influence over Kyiv to prevent further attacks on civilian energy infrastructure. She questioned whether the White House was fully aware of Ukraine's alleged actions and urged U.S. authorities to provide what Russia considers an appropriate assessment of President Zelensky's conduct.

Russia also called on the United Nations and other international organizations to publicly respond to the latest incident. According to the Foreign Ministry, continued silence from international institutions would effectively encourage further attacks and contribute to additional escalation.

The Caspian Pipeline Consortium is one of the world's major crude oil export routes, transporting oil from Kazakhstan to international markets through Russia's Black Sea coast. Any disruption to its operations has the potential to affect regional energy exports and global oil supply chains.
